Marine plastic litter poses multiple threats to coastal ecosystems and economic activities in developing countries, yet quantitative estimates of public willingness to pay (WTP) for its reduction remain scarce in South Asian contexts. This study estimates the WTP for a 50% reduction in marine plastic litter on Sri Lankan coastal beaches by employing the One-and-One-Half-Bound (OOHB) dichotomous choice Contingent Valuation Method (CVM). Contingent valuation (CV) data were collected from 600 households residing in the western and southern provinces of Sri Lanka during November 2021, following a pilot survey conducted in early October 2021. A face-to-face interview method was adopted, with interviewers administering two versions of the questionnaire, lower-bound and upper-bound bid variants to randomly assigned respondents. An annual environmental tax over a five-year period served as the payment vehicle. Given the presence of zero-WTP responses among 15.5% of the sample, a spike model was applied alongside a conventional linear logistic model. The truncated mean annual WTP estimated from the spike model was 2,510 LKR (USD 12.6) per household, statistically significant at the 1% level. Extrapolated to the national household population of 5.1 million and discounted over the five-year period at a 15% annual rate, the aggregated present value of benefits reached approximately 42,911 million LKR (USD 214.6 million). Household income, environmental awareness, beach visitation frequency, and age were statistically significant positive determinants of WTP. Attitudinal analysis highlighted respondents’ particularly strong recognition of the linkage between marine litter reduction and coastal tourism development. These findings provide quantitative evidence to support policy financing and priority-setting for marine plastic litter management programs in Sri Lanka and, more broadly, in small island developing states.
해양플라스틱 쓰레기는 개발도상국에서 연안생태계와 경제활동에 대한 다양한 위협이 되지만, 이에 대한 감소를 위한 공공 지불의사금액의 계량적 추정은 남아시아에서 극히 드물다. 이 연구는 1.5경계 양자택일형 조건부가치측정법을 적용한 스리랑카 연안 해변에서 연안플라스틱 쓰레기의 50% 감축을 위한 지불의사금액을 추정한다. 이 연구를 위한 자료는 2021년 10월초에 사전조사를 거친 후 2021년 11월 중 스리랑카의 서남부지역의 600명 가계를 통하여 개인면접조사로 5년 동안 환경세를 지불하는 것으로 조사되었다. 스파이크모델에 의한 절단된 평균 연간 지불의사금액은 1%의 통계적 유의수준하에서 가구당 2,510 LKR(USD 12.6)으로 추정되었고, 5년간 전국단위로 확대된 집계액은 대략 42,911 LKR(USD 214.6 million)로 추정되었다. 인구사회학적 분석에 의하면 해양 쓰레기 감소와 연안관광개발과의 관계가 매우 높은 상관관계를 나타내고 있고, 이와 같은 결과는 스리랑카와 같은 소규모 섬나라 개발국가의 해양 플라스틱 쓰레기 관리 프로그램을 설정하는 데 있어서 중요한 계량적 정책을 수행하는 데 기여 할 것이다.
